关于PPP模式的地下综合管廊项目合同柔性问题分析

当下我国地下空间权属的有关顶层设计健全性缺乏,综合管廊项目相关机制缺失等现实问题衍生出的不确定性,以致PPP模式在地下综合管廊项目推行中遇到诸多障碍,提出将合同柔性概念导入地下综合管廊PPP项目运行过程中的建议。首先对相关概念进行阐述,其次简要解析合同柔性在地下综合管廊PPP项目中的应用优势、核心要素并明确其作用优势,在分析目前我国地下综合管廊融资现状基础上,最后探讨地下综合管廊PPP项目政府补贴体制的柔性化完善措施,希望有助于提升地下综合管廊PPP项目在多变市场环境中的调节能力。

At present,the uncertainties arising from the imperfection of the top floor design of underground space ownership and the lack of relevant mechanism of the comprehensive corridor project in China have caused many obstacles to the implementation of the PPP model in the underground comprehensive corridor project.Suggestions in the process.This paper first expounds the relevant concepts,then briefly analyzes the application advantages and core elements of contract flexibility in PPP projects of underground integrated pipe corridors,and clarifies its advantages.On the basis of analyzing the current financing situation of underground integrated pipe corridors in China,finally discusses the flexibility of government subsidy system for PPP projects of underground integrated pipe corridors.Good measures are expected to help improve the regulation ability of PPP projects in underground integrated pipeline corridors in a changeable market environment.
