文化资产规划中的多样性与社群:以台北宝藏岩为例 被引量:3

摘要 台北市在20年前启动了一次特殊的行动,试图以宝藏岩案例来指认台湾在二次世界大战后都市发展的独特面向。为了将低收入的自力营造聚落指定为文化资产(历史聚落),与文化资产指定有关的公共政策不仅重新定义了历史建筑环境的新价值,也引进了"活的保存"的概念,让居住其中的居民和实体环境可以同时保存下来。为了落实和完善这二项元素的执行,过去20年间仍持续投注各式努力,直到如今仍在持续进行中。本文讨论台湾战后的社会和政治脉络如何影响文化资产规划的新论述,说明将宝藏岩规划为文化资产据点而采取的特定行动、规划中的冲突和两难,以及涉及未来规划但悬而未决的议题。本文最主要的论点可以总结为:原有居民及用户共同再造出的功能性社区,才是迈向维系"活的文化资产保存"的最佳道路。 Taipei City began a special action 20 years ago and tried to mark the peculiar dimension of urban developments in Taiwan. To designate the settlements built through low-income settlers’own effort as cultural assets (historic settlement), the public policy concerning cultural asset designation not only redefines the new value of historic buildings, but also introduces the concept of “live conservation” to enable residents to stay and physical environment to survive. To implement the two elements, efforts have been made in last 20 years and today. The article analyzes how the social and political context in Taiwan after WWII has influenced the new accounts of cultural asset planning. It describes the special actions, conflicts and dilemma in planning Treasure Hill Village as cultural assets and the unsettled issues concerning future planning. The author’s conclusion is: only that intrinsic residents and users work together to re-create a functional community is the best way to achieve“live conservation of cultural assets”.
