改革开放以来我国学校体育卫生政策变迁的思考

Thinking the Changes of School Physical education and Health Policy since the reform and opening up

以1979年到2015年间我国中央政府层面颁布的学校体育卫生政策为研究对象,对改革开放以来我国学校体育卫生政策的变迁做了深入的分析,总结了我国学校体育卫生政策的执行效果及存在的问题,探究了未来我国学校体育卫生政策的改革方向,为完善和规范学校体育卫生政策的制定和执行工作提供参考,以促进学校体育卫生工作更好、更快的发展。结果显示,改革开放以来我国学校体育卫生政策的连续性强,适应时代需求,在规范与推动学校体育和学校卫生发展中发挥着重要的引导作用;政策的指导性强,对化解学校体育、卫生发展中的矛盾与问题发挥了重要的导向作用。未来,我国学校体育卫生政策的颁行与实施,应着力于增强政策的可操作性,提高政策的预判力,此外,要进一步完善政策的执行监督机制,落实“问责制”。
