“双一流”建设视域下高校反性骚扰机制构建路径

Analysis on the Establishment of the Mechanism against College Sexual Harassment from the Perspective of “Double First-Class” Construction

近年来屡屡发生的高校性骚扰事件是我国"双一流"建设的一大障碍。性骚扰的防治存在助长性骚扰的社会文化氛围、受害者薄弱的维权能力、不对等的高校体制等现实困境,法律规范的缺位以及高校反性骚扰机制的尚未健全使得防治愈加困难。解决问题的关键在于走向制度化和法治化,应从建立反性骚扰的统一指导与督促机制,建立举报、受理、调查、处理制度,健全反性骚扰的日常预防监督机制,拓宽性骚扰受害人救济保护渠道方面着手。

The frequent occurrence of sexual harassment in colleges and universities in recent years is a major obstacle to the construction of “Double First-Class”.However, the prevention and control of sexual harassment are facing tackles, like adverse social and cultural atmosphere, victims' weak ability of upholding rights and unequal education systems of the universities. Moreover, the lack of legal norms and the mechanism against college sexual harassment has made it difficult to prevent sexual harassment. The key to solving the problem lies in institutionalization and legalization. The countenneasures cover the construction of effective mechanisms, including a unified guiding mechanism, a complete acceptance mechanism, a routine prevention mechanism and broadened relief channels.
