Open Access Policy of Institutional Repositories in British Universities

[目的/意义]机构知识库的发展需要政策的保障,有效的开放获取政策可以保证机构知识库持续有效地开展服务,促进知识交流共享。[方法/过程]文章通过对英国高校机构知识库的开放获取政策调研发现,政策主要包括开放存储的目的、内容政策、保存政策、提交政策、使用政策、责任归属、权益保护7个方面,分析发现不同政策侧重点不同,完备程度也不同。[结果/结论]我国高校应根据机构知识库的特点和学校发展要求,通过协调各部分的责任和权利,制定贯穿从资源保存到使用整个生命周期的标准化的开放获取政策,在必要时可借助外部政策工具进行进一步完善。

[Purpose/significance] The development of institutional repository requires policy support,and effective open access policies can ensure the sustainable and effective service of institutional repositories and facilitate knowledge exchange and sharing.[Method/process] Through the investigation of the open access policies of institutional repositories in British institutions,this paper finds that the policies mainly include 7 aspects:the purpose,content policy,preservation policy,submission policy,usage policy,responsibility attribution,and equity protection.It is found that different policies focus on different aspects and their completeness is also different.[Result/conclusion] In accordance with the characteristics of institutional repository and the development requirements of schools,colleges and universities in China should develop a standardized open access policy that spans the entire life cycle from resource preservation to usage by coordinating the responsibilities and rights of various parts.If necessary,external policy tools can be used for further improvement.
