高校智库成果评价探析

On the Evaluation of the Achievements of University Think Tank

高校智库是以高校学者为主要人员构成,对经济社会发展实践问题开展多学科综合协同研究,为政府提供决策咨询服务,附设在高校内部并独立于其院系的研究机构。高校智库成果可分为学术性产出科研成果、获得领导批示的决策建议、学术性舆论引领成果三类。目前高校智库成果评价存在的问题有:标准不够科学,如"唯批示论";内容不够全面,如忽视前瞻性、学术舆论引导性成果;结果不够重视,如简单将智库成果与学术成果进行"换算"等。改进高校智库成果评价,应从高校智库功能定位的实际出发,评估其产出成果对社会发展、舆论引导的贡献以及参与决策程度;应主客观评价相结合,涵盖成果的不同类型;应将工作绩效考核与职称评定等有效结合。

University think tanks are the institutes attached to universities and independent of schools or colleges,mainly constituted of college scholars,conducting collaborated and cross-discipline researches on economic and social practice and providing the government with counseling as for various decisions. The achievements out of university think tanks can be divided into three sorts: academic achievements;approved suggestions;academic guidance. In the current achievement evaluation,the evaluation criteria are neither scientific enough nor comprehensive and the achievements are not highly respected. University think tank achievements should be evaluated according to their contribution to social development and public opinion guidance as well as the extent of their participation in decision making. In addition,the subjective and objective evaluation should be combined to cover different sorts of achievements and the working performance should be effectively considered in professional title granting.
