标准化在社会救援组织治理中的作用研究——从《阜阳公约》到《德清宣言》

Research on the Role of Standardization in the Governance of Social Relief Organizations——from “Fuyang Convention” to “Deqing Declaration”

社会救援组织的规范有序发展是当前社会治理面临的重要任务。调查典型社会救援组织蓝天救援队的发展历程,分析从《阜阳公约》到《德清宣言》出台的社会原因和积极影响,说明标准化是社会救援组织的必由之路。目前社会救援组织在治理模式标准化、资金管理规范化和组织发展法制化方面已经有了良好开端。但是,组织治理机制仍然有待完善,需要强化国家和行业标准的制定和实施,同时充分发挥政府的引导和监督作用。

The standardized and orderly development of social rescue organizations is an important task for the current social governance.By investigating the development history of Blue Sky Rescue,a typical social rescue organization,this paper analyzes the social reasons and positive effects from"Fuyang Convention"to"Deqing Declaration",to show that standardization is a necessary way for social rescue organizations.At present,social rescue organizations have made a good start in the standardization of governance model,fund management and organization development.However,the organizational governance mechanism still needs to be improved.It is necessary to strengthen the development and implementation of national and industriai standards and give full play to the role of government guidance and supervision.
