21世纪第二个十年,中国正在和平发展道路上呈现崛起之势,"一带一路"倡议与建设是中国日益成为强盛国家历史背景下探索中外对接发展、合作共赢的新思路,是对传统地缘战略谋求国家地理空间利益扩张的霸权战略思维的超越。中国走超越地缘政治扩张的霸权国家崛起道路,是全球化时代中国传统政治文化、国家和平发展战略与当代国际政治格局互动的产物。"一带一路"倡议与建设基于中国对外包容发展、普惠合作与平等共建的和平发展新理念、新思维,统筹了国内与国外两个大局,设想了中国主动融入世界、依托亚洲造福世界的新蓝图,具有和平、发展和繁荣的经济政治效应。"一带一路"倡议与建设的中国理念和逻辑就是建构人类命运共同体,超越了西方地缘政治理论与实践中,战争崛起、强国独尊、以实力和侵略谋求地缘扩张与控制的窠臼,以人类命运共同体的理念与实践开创了中外合作、互利、共赢的新局面。

In the second decade of the 21 st century,China is rising in the path of peaceful development.The Belt and Road Initiative and construction is a new way to explore the development and win-win cooperation between China and other countries in the historical context of China’s increasing national power,and this is the transcendence of the hegemonic strategic idea which seeks the expansion of national geographic interests in the traditional geostrategic strategy.China goes beyond the hegemony of geopolitical expansion,which is the product of the interaction between Chinese traditional political culture,national peaceful development strategy and contemporary international political pattern in the era of globalization.The Belt and Road Initiative is based on the new ideas of peaceful development on China’s inclusive development,inclusive cooperation and peace.It has integrated domestic and international interests to fulfill the vision that China can integrate itself into the world and benefit the world,while standing in Asia,with peace,development and prosperity.The Chinese logic and philosophy embodied in the Belt and Road Initiative are building of a community of shared future for mankind.It is also China’s attempt to transcend the western geopolitical theory and practice which features with the rise from war,the dominance of great powers,the pursuit of geographical expansion and control by strength,alliance and aggression,and the struggle for power.The Belt and Road Initiative and the construction of a community of shared future for mankind have created a new situation of cooperation,mutual benefit and win-win partnership between China and other countries.
