北京城市安全整治政策执行分析——基于史密斯模型视角

On the Urban Safety Renovation Policy in Beijing: An Implementation of Smith Model

北京大兴火灾引发社会舆论关注,北京市政府以此为契机推进城市安全整治政策,对违规建设的房屋进行清理,但在政策执行中受到舆论的质疑,使得原本在更大范围内施行的拆除违建行动受到影响。运用史密斯政策执行过程模型对北京安全整治政策的执行状况进行分析,提出以公共危机为契机从政策本身、执行机构、目标群体、政策环境四个维度突破城市安全整治政策执行的困境。

The event of Beijing Daxing fire aroused the attention of public opinion,and Beijing government took this opportunity to promote the government’s safety control policy and clean up the houses built in violation of the rules,but it was questioned by public opinions in the implementation of the policy.The demolition of illegal buildings,which would have been carried out on a broader scale,has been affected.Smith’s Policy Implementation Process Model is used to analyze the implementation of Beijing’s security regulation policy,from the policy itself,the executive agency,the target group,and the policy environment.It is pointed out that the public crisis event should be taken as an opportunity to break through the dilemma of the implementation of the urban safety regulation policy.
