摘要
随着经济结构深入调整和社会持续转型,水利体制机制仍存在与经济社会可持续发展不协调、不适应的问题,必须继续深化水利改革,通过对峡江水利枢纽物业化管理进行现场调研分析,探索出目前物业化管理具有降低运营成本、运行管理机制灵活、考核机制严格的优势,存在运营投入资金不足、水利工程物业化管理体制不健全、实施过程中责任不明确的问题,提出提高物业化管理费用定额标准、建立健全水利物业化管理法规和体系、加强对物业化单位考核、提高物业化管理单位人员素质的建议。为物业化管理在水利工程管理中的推广提供参考。
With the deep adjustment of the economic structure and the continuous transformation of the society, the water conservancy system still has problems that are not compatible with the sustainable development of the economy and society. It is necessary to continue to deepen the water conservancy reform and conduct on-the-spot investigation and analysis on the property management of the Xiajiang Water Conservancy Project. Exploring the current advantages of property management with reduced operating costs, flexible operation management mechanism, and strict assessment mechanism. There are insufficient operating investment funds, inadequate water conservancy project property management system, and unclear responsibility in the implementation process. Management fee quota standards, establishment and improvement of water conservancy property management regulations and systems, strengthening the assessment of property management units, and improving the quality of personnel in property management units. Provide reference for the promotion of property management in the management of water conservancy projects.
