摘要
学科评估是大学存在的标志和发展的基石。学科评估是质量保证的战略举措,是绩效监测的有效方法,是特色凝练的重要途径,在加快"双一流"建设、实现我国从高等教育大国向高等教育强国转变的过程中发挥着"推进器"的作用。学科评估服务"双一流"建设的障碍表现为:认识不足,评估行为出现一些异化;取向偏颇,过分注重移置国外标准;监督失灵,导致部分弄虚作假行为;制度短缺,造成参评高校无序竞争。学科评估要为"双一流"建设提供有价值的服务,需要提高参评对象的思想认识,确立适合国情的评估基准,构建防腐拒变的监督机制,形成公平竞争的评估生态。
The discipline assessment is the symbol of the existence of the university and the cornerstone of its development.Discipline assessment is a strategic measure of quality assurance,an effective method of performance monitoring,and an important way of characteristic condensation.It acts as an accelerator in the process of speeding up the construction of"double first-class"and realizing the transition from a large country of higher education to a powerful country of higher education.The obstacles of the"double firstclass"construction of the discipline assessment serves are as follows:Lacking of understanding leads to the dissimilation of assessment behaviors;Biased orientation leads to excessive attention to foreign standards;Failure of supervision leads to part of fraudulent behaviors;The shortage of system causes disorderly competition in colleges and universities.In order to provide valuable services for the construction of"double first-class",we need to improve the ideological understanding of the participants,establish an evaluation benchmark suitable for the national conditions,construct the supervision mechanism to guard against corruption and degeneration and form a fair competitive assessment ecology.
