创新驱动发展评价指标体系研究

Research on Evaluation Index System of Innovation-driven Development

创新驱动发展评价的核心是创新驱动发展实现程度的评价,根据实现程度的不同可以分为创新发展阶段和全面发展阶段,前者突出知识产权制度创新、知识产权与产业融合度评价,后者突出创新、绿色、协调、开放和共享五大发展理念评价。通过回顾分析世界主要创新型强国的发展历程和成功经验,给出创新驱动发展评价的判断标准和评价指标体系。研究结果显示,从省级区域层面看,仅北京、上海和天津进入创新驱动发展阶段,这与其强化研发投入、提升专利质量、发展技术市场、培育科技服务机构等举措紧密相关。

The core of innovation-driven development evaluation is the evaluation of the degree of realization of innovation-driven development. According to the different degree of realization, it can be divided into two stages:innovation development stage and all-round development stage. The former emphasizes the innovation of intellectual property system, intellectual property and industrial integration degree evaluation, and the latter highlights innovation,green, coordination, openness and sharing of five development concepts evaluation. By reviewing and analyzing the development history and successful experience of the major innovative countries in the world, this paper gives the judgment criteria and evaluation index system of innovation-driven development evaluation. The results show that from the provincial level, only Beijing, Shanghai and Tianjin enter the stage of innovation-driven development, which are closely related to the measures they have taken, such as strengthening R&D investment, improving patent quality,developing technology market and cultivating science and technology service institutions.
