城市建设投资公司技术应用与开发项目的全过程评价——基于AHP-灰色关联度模型 被引量:2

摘要 对城市建设投资公司(简称城投公司)科技创新项目中的技术应用与开发类项目的绩效进行评价,是对城投公司科技创新能力评价的一个重要方面。基于项目全过程视角,从项目的必要性、可行性、风险性、执行情况、组织管理情况和项目的经济、环境、社会、科技效益出发,构建一套技术应用与开发项目绩效评价体系,提出基于AHP-灰色关联度模型的技术应用与开发项目绩效评价方法;并以J城投公司为例,对其近3年内开展的12个技术应用与开发项目进行绩效评价,针对存在问题,为其科技创新工作提出相应的对策建议。 It is an important aspect to evaluate the performance of technology application and development projects in urban construction and investment group(UCIG), which is an important aspect of the evaluation of technological innovation ability of UCIG. Based on the view of the whole process of the project, this paper starts from the necessity,feasibility, risk, implementation, organization and management of the project, and the economic, environmental,social, scientific and technological benefits of the project, constructs a set of technology application and development project performance evaluation system, puts forward the technology application and development project performance evaluation method based on AHP-grey relational degree model;taking J UCIG as an example, the paper further evaluates the performance of 12 technical application and development projects in the last three years, and puts forward corresponding countermeasures and suggestions for its scientific and technological innovation work in view of the existing problems.
