基于网络超效率EBM模型的城市工业生态绿色发展测度研究——以三区十群47个重点城市为例 被引量:20

摘要 以大气污染防治重点区域三区十群47个重点城市为研究对象,在考虑非期望产出的情况下构建资源投入-环境治理两阶段工业生产治理模型,采用网络超效率EBM模型测度2016年各城市工业生态绿色发展水平,即工业生产效率、环境治理效率及工业综合生态效率。研究结果显示:三区十群工业生态绿色发展水平、能源经济投入产出效率、污染治理效率及综合生态效率十分不均衡,整体来看,东南沿海城市群工业生态绿色发展水平较高,阶段效率及整体工业生态效率相对较优;西北内陆城市群工业生态绿色发展水平较低。基于研究结果,依据各城市群生态效率特征对其生态经济绿色健康发展提出合理化建议。 Taking 47 key cities in three regions and ten groups of key cities of China as the research object, this paper constructs a two-stage industrial production control model of resource input-environmental control under the condition of considering the undesired output, the network super-efficiency EBM model is used to measure the green development level of urban industrial ecology in 2016, that is, industrial production efficiency, environmental governance efficiency and industrial comprehensive ecological efficiency. The results show that, the level of industrial ecological green development in the three regions and ten groups, the input-output efficiency of energy economy,the efficiency of pollution control and the comprehensive ecological efficiency are very uneven. As a whole, the level of industrial ecological green development of urban agglomeration in southeast coastal areas is relatively high the stage efficiency and the overall industrial ecological efficiency are relatively better, meanwhile the industrial ecological green development level of northwest inland urban agglomeration is relatively low. Based on the results of the research, the paper puts forward some reasonable suggestions on the green and healthy development of the ecological economy in the light of the characteristics of the ecological efficiency of the urban agglomeration.
