The Implementation Mode of Mixed Ownership Reform Based on the Optimal Allocation of State-Owned Capital

国有资本管理体系是混合所有制改革的基础。针对国有集团企业多层级组织结构、多产业板块布局、多业务模块分布的特征,在构建以管资本为主的新型国有资本管理体制基础上,提出国有集团企业推进混合所有制改革应融入多层级国有资本优化配置体系中,设计"分层级、分类别、分阶段"的"股权优化配置的公司治理、资产优化配置的业务合作、灵活变通的经营机制、提高竞争活力为目标"四位一体混合所有制改革实施模式,以多种形式并举来有序推进混合所有制改革,并针对自然垄断业务提出采取在业务子公司层面以特许经营、合资合营为主要形式的混合所有制改革进行突破。

The management system of state-owned capital is the foundation of mixed ownership reform in state-owned enterprise reform. This paper holds that mixed ownership reform in state-owned enterprise group should be integrated into the optimal allocation system of multi-level state-owned capital. Then it designs a "four in one" mixed ownership implementation mode:"by hierarchy, by classification, by stage" to "optimize the allocation of corporate governance, asset allocation of business cooperation, flexible management mechanism, enhance the vitality of the target equity competition", and promoting mixed ownership reform in a variety of forms simultaneously.
