Research on the Operating Mechanism of Military-Civilian Integration Demonstration Zone in the New Era——The Theoretical Discussion and Practical Construction

军民融合创新示范区作为承载主体活动的区域,是新时代推进军民深度融合的重要载体。本文在军民融合示范基地分析的基础上,探讨国家军民融合创新示范区建设中存在的动力不足、缺乏信任、要素共享障碍以及协调不顺畅等主要问题;进而从动力机制、信任机制、要素共享机制以及协调机制四方面对创新示范区运行机制展开理论探讨;最后提出运行机制的现实构建策略,力图实现军民融合创新示范区过去、现在和未来的有机对接。

The military-civilian integration innovation demonstration zone serves as the regional space for carrying the main activities and is the extremely critical element to promote the deep integration of military and civilian in the new era. By analyzing the inadequacies in the operation of the established base, the potential common problems of the construction of the national military-civilian integration and innovation demonstration zone are predicted: lack of motivation, lack of trust, barriers to factor sharing, and unsmooth coordination, and thus from the dynamic mechanism, trust mechanism, and factors sharing mechanism and the coordination mechanism, this paper initiates theoretical discussions on the operational mechanism of the military-civilian integration innovation demonstration area and proposes corresponding practical construction strategies to realize the organic connection of past, present and future of military-civilian integration innovation demonstration zones.
