摘要
从纵向视角界定基础设施BOT项目投标联盟.分析投标联盟的特征及形成动因,指出投标联盟的形成是核心企业与伙伴企业竞争协同、重复博弈的过程,这一过程产生协同效应和声誉效应。应用项目管理成本、时间、质量三要素思想分析,促进联盟稳定性的关键因素是联盟合作伙伴选择、惩罚成本、合作周期、伙伴实力及其均衡性。
This paper defines the concept of bidding alliance of infrastructure BOT project from the vertical angle, analyses characteristics and formation motivation of bidding alliance, proposes that the formation of bidding alliance is the process of competition, cooperation and repeated game among core enterprise and partners, which creates synergistic and reputable effect, reveals the key factors of bidding alliance are selection of alliance partners, penalty cost, cooperative cycle and strengthen of partners and their equilibrium based on the idea of cost, quality and time of project management.
