治理重心下移视野中街道办事处的转型及其路径

The Transformation of Community Governance and Its Path from the Perspective of Lowered Gravity of Urban Management

街道办事处是城市治理体系的基础,其功能定位、职责划分、运行过程应该与中国城市化发展进程和国家治理的目标相适应。当前,同构建简约高效的基层管理体制相比,同夯实国家治理体系和治理能力基础的要求相比,街道办事处的运行还存在许多不适应、不符合的问题,主要表现为:职责定位不清晰,条块关系复杂、条块矛盾突出,工作负担重、治理能力有待提升,上级政府召开的会议多、检查考核多、文件多、做实际工作的时间少。进一步推进街道办事处改革的基本思路是:破除两类障碍,加强制度供给,理顺两对关系,聚集高素质人才队伍。

The Subdistrict Office is as the foundation of urban governance system, whose function orientation, responsibility division and operation process should be compatible with the development process of urbanization and the goal of governance in China. Comparing with both establishing the simple and efficient management system at the grass-roots level and consolidating the foundation of governance system and capacity, many inadaptable and inconsistent issues still remains during the operation of the Subdistrict Office. The unclear position responsibility, the complex "tiao-kuai" relation, the prominent "tiao-kuai" contradiction, and the heavey work burden are extrude. As well as the governance ability needs to be improved, more inconsequential meetings and assessments should be reduced by the the superior government, and more time needs to be spent in actual work. Hence, the basic thought for further reformation of Subdistrict Office will include breaking down two kinds of obstacles, strengthening regulation supply, straightening out two pairs of relations, gathering high-quality talents etc.
