北京市高校艾滋病防控制度化实践与完善

Institutionalization and improvement of AIDS prevention and control in colleges and universities in Beijing

北京市高校大学生艾滋病疫情呈上升趋势。目前,北京市高校艾滋病防控制度面临着工作制度与探索性实践多,但未形成系统性防范体系;法规、制度大体具备,但内部主体责任仍未落实;学校强制性教育措施不够有效,学生缺乏主动接受相关教育的自觉性;观念鸿沟制约防控制度形成等困境。应当进一步强化防艾制度的组织领导,明确内部主体责任;从预防制度、发现制度、关爱制度、心理干预制度以及文化制度五个方面对高校艾滋病防控制度进行完善。

The prevalence of HIV/AIDS among college students in Beijing is on the rise.For the time being,there have been lots of activities,studies and practices explored for AIDS prevention and control system in colleges and universities in Beijing.However,there has not been systematic prevention system and clear responsibilities for the parties engaged in.The compulsory educational measures in schools are not effective enough.The students lack active access to the relevant health education and the gap of ideas impedes the development and formation of prevention and control system.It is necessary to further strengthen the organization and leadership of the AIDS prevention system,clarify the responsibilities of the engaged parties and improve the services in the aspects of HIV/AIDS prevention,detection,care and support,psychological intervention and sociocultural environment.
