国家安全是国家生存与发展的首要前提,国家安全法治建设是国家安全的基本制度保障。我国已将打击恐怖主义纳入国家安全战略,反恐情报信息贯穿于反恐怖主义各项工作的始终,要将恐怖主义消灭在萌芽状态、打击在预谋之中,就必须认识情报信息在反恐实践中的应用价值。通过创新反恐情报信息工作机制,坚持运用法治化侦查措施为实践路径,注重坚持专门工作与群众路线相结合原则,并依法尊重和保障人权,将反恐情报信息工作置于法治环境,充分体现反恐情报信息工作的法治思维和法治方式,以利于国家安全、社会稳定和人民安全。

Our country has promulgated and implemented the National Security Law, the Counter-terrorism Law, the National Intelligence Law, and other important laws. Specifically, the "intelligence information" formulated legal norms. Our country has integrated the fights against terrorism into the national security strategy. Counter-terrorism intelligence information runs through all aspects of counterterrorism work. It is the premise of investigation, emergency prevention and combat disposal. It is also the core of protecting key targets and controlling important positions. Therefore, in order to eradicate terrorism in its infancy and to combat it in premeditation, we must recognize the application value of intelligence information in the counter-terrorism practice. It is beneficial for the national security, social stability and the people safety to innovate the working mechanism of counterterrorism intelligence and information, to insist on the application of legalized investigative measures as a practical path, to pay attention to the principle of combining specialized work with the mass line, to respect and guarantee human rights according to law, to put counter-terrorism intelligence and information work in a legal environment, and to reflect the thinking and the way of rules of laws of counter-terrorism intelligence and information work.
