Creating Funds for Promoting Agricultural Development

积极推进农业供给侧结构性改革,其中一个重要手段就是加快转变财政支农资金使用方式、提高财政资金使用效率,充分发挥农业补贴对金融资本、社会资本的撬动作用。本文从农业中长期融资能力弱的事实和产业投资基金对产业结构调整的推动作用,引出设立农业产业基金的必要性,总结了现有的发起形式,并分析了成立相关基金的可行性。

Promoting supply side reformsin agriculture is an important task. This can be achieved by accelerating the transformation of the use of financial support for agriculture, improving efficiency in the use of fiscal funds, and giving full play to the role of agricultural subsidies. This paper concludes it is essential to establish an industrial development fund for the agricultural sector as medium-and long-term financing capabilities are weak. It also assesses the feasibility of establishing such funds.
