乌兰牧骑既要适应国内外演艺产品、演艺市场的变化,又要成为新时期演艺领域的行业典范和精神标杆。由此,乌兰牧骑需要创新服务职能,从计划经济时期的以艺术普及为主,转向市场经济时期的以艺术精进为主,进而更好地实现文化价值。具体而言,乌兰牧骑应从提高创作质量、提升演出能力、行业示范引领和基层人员培养方面创新服务职能,地方政府应从体制机制改革、培养专业人才、能力导向资助、制定实施政策、完善设备设施方面为其提供保障。
