上海立法协同引领长三角一体化的实践与经验

The Practice and Experience of Shanghai's Legislation Coordination Leading the Integration of Yangtze River Delta

随着长三角一体化发展上升为国家战略,如何发挥区域协同立法的社会发展服务与保障功能,实现立法与国家重大决策的联动发展,已经成为新时代地方立法亟须解决的重大问题。上海市人大以当好区域协同立法创新"排头兵"的高度使命感和责任感,以长三角大气污染防治协同立法为切入点,主动谋划推动区域立法协同的探索实践,取得了重要成果。共同的立法需求是实施区域立法协同的前提条件,抓住国家和地方立法机遇、乘势而上是区域立法协同能够顺利展开的关键因素,建立工作交流机制是区域立法协同最终取得成果的重要保障。认真梳理总结这些成果经验,是推动新时代长三角地区一体化发展的需要,也是与时俱进推动完善地方立法工作的必然要求。

With the integrated development of Yangtze River Delta becoming a national strategy, it is imperative to solve the problems regarding fulfilling the social development service and supporting functions of regional cooperative legislation and realizing the coordinated development of legislation and major national decisions in local legislation. The Shanghai Municipal People’s Congress,with its high sense of mission and responsibility of innovating the "platoon leader" in regional coordinated legislation, has actively promoted the exploration and practice of the regional legislation coordination. It was from the angle of the coordinated legislation of the prevention and control of air pollution in the Yangtze River Delta. Common legislative needs are the precondition for implementing regional legislative synergy. Seizing national and local legislative opportunities and taking advantage of the situation are the key factors for regional legislative synergy to proceed smoothly. Establishing a working communication mechanism is an important guarantee for the final achievement of regional legislative coordination. To promote the integrated development of the Yangtze River Delta region in the new era and keep pace with the times and promote the improvement of local legislation, we need to carefully combine and summarize these achievements and experiences.
