面向能效促进的合同能源管理制度之完善 被引量:2

摘要 合同能源管理作为一种市场化的能源管理手段,对于提高能源效率、实现节能减排目标有着重要作用。该制度在我国实施的时间不长,实践过程中存在着运行效率低下、主体能力较弱以及运行保障不足等特点。在激励机制中,财税激励方式运用失衡、融资激励运用不足,以及公共机构示范性激励作用的缺乏,也造成了我国合同能源管理制度发展的阻碍。在监管机制中,事前监管的有效性不足、事中监管的缺位、事后监管的低效率以及节能量认定中的前后矛盾,也制约着合同能源管理的发展。为此,可从合同能源管理制度运行机制、激励机制和监督机制入手,进一步推进我国合同能源管理制度的发展与完善。 As a market-oriented energy management method, energy performance contracting(EPC) plays an important role in improving energy efficiency and achieving the goal of energy conservation and emission reduction. The system has been established in China not long ago. And it has several features in the operational process, such as low efficiency,weak ability of parties and shortage in guarantee. In the incentive mechanism of EPC, unbalanced financial and tax incentives, shortage in financing incentives and the lack of demonstration incentives are the obstacles. In the supervision mechanism, the lack of effective prior supervision, the absence of in-process supervision, the low efficiency of post-process supervision and the inconsistency in the determination of energy saving also restrict the development of contract energy management. Therefore, EPC should be improved by improving the operating, incentive and supervision mechanism.
