近十年青海省决策气象服务的分析研究

Analysis and Research on Meteorological Service Materials for Decision-making in Qinghai Province in Recent Ten years

决策气象服务是面向政府决策、面向防灾减灾服务,具有全局性、综合性、前瞻性和高层次的特征,但是如何更好地把握新常态下趋利避害的气象服务,是气象部门需要思索和解决的问题,也是气象部门义不容辞的责任和义务。该文利用统计分析方法,总结了近十年来青海省决策气象服务业务现状和产品特点、产品制作中出现的问题以及业务科技支撑中存在的问题,并在多年实践经验基础上,提出决策服务需要改进或努力的方向,以进一步提高决策气象服务能力和水平,更好地发挥防灾减灾综合效益。

Decision-making meteorological service is a kind of meteorological service which is oriented to government decision and disaster prevention and mitigation.It has the characteristics of overall,comprehensive,forward-looking and high-level.But how to better grasp the meteorological service of seeking advantages and avoiding harm under the new normal,Is the meteorological department needs to ponder and solve the problem,is also the meteorological department duty-bound responsibility and duty.By using the statistical analysis method,this paper summarizes the present situation and product characteristics of the decision-making meteorological service in Qinghai Province in the past ten years,the problems in the production of the products and the problems existing in the support of the business science and technology,and on the basis of many years of practical experience,In order to further improve the ability and level of meteorological service and bring into play the comprehensive benefit of disaster prevention and mitigation,the direction of improving or striving to improve the decision service is put forward.
