青海省湟水规模化林场建设与发展思路

Construction and Development of Huangshui Large-scale Forest Farm in Qinghai Province

青海省湟水规模化林场是2018年1月29日由国家发展改革委办公厅、财政部办公厅、国土资源部办公厅、国家林业局办公室联合发布《关于开展新建规模化林场试点工作的通知》中纳入试点的三个林场之一,新组建的青海湟水规模化林场包括西宁市区及所辖3县,海东市所辖4县的22个林场。发展规模化林场的核心就是要将原来林地分散、面积不大的林场合并,通过转换现有国有林场林地资源和委托管理、租赁等多种形式,形成面积大、级别高,便于集约化管理的大型林场。本文围绕国有林场在新形势、新挑战、新机遇形势下,如何进行森林资源建设、管理;建立造林绿化激励、抚育管护激励;改变投融资方式、放活林地使用权等体制的创新机制,使湟水规模化林场建设成为森林优质高效、管理科学规范、基础设施完备、民生和谐幸福的现代化林场。

Huangshui large-scale forest farm in Qinghai Province is one of the three forest farms included in the "Notice on Pilot Work of New Large-scale Forest Farms" jointly issued by the general offices of the National Development and Reform Commission,the Ministry of Finance,the Ministry of Land and Resources and the State Forestry Administration on January 29,2018.The newly established Huangshui large-scale forest farm includes Xining city and 22 forest farms in 3 counties and 4 counties under Haidong City.The core of the development of large-scale forest farms is to merge the forest farms with scattered forest lands and small areas,and to form large-scale forest farms with large areas,high levels and convenient intensive management by transforming the forest resources of the existing state-owned forest farms and various forms such as entrusted management and lease.This paper focuses on how to construct and manage forest resources in state-owned forest farms under the new situation,new challenges and new opportunities.The establishment of afforestation incentives,tending management incentives;We will change the innovative mechanisms of investment and financing methods and release the right to use forest land,so as to build Huangshui large-scale forest farm into a modern forest farm with high quality and efficiency,scientific and standardized management,complete infrastructure and harmonious and happy people’s livelihood.
