超前发展区模式下俄罗斯远东地区投资吸引力分析

An Analysis of Investment Attraction of Russian Far East under the Model of Advanced Development Zone

2015年3月30日俄罗斯政府在远东地区优先设立超前发展区的法律正式生效,超前发展区逐渐演变成为新时期俄罗斯应对欧美制裁和协调区域经济发展的重要手段,同时利用该模式改善远东地区的投资环境,提高区域投资吸引力。目前,超前发展区模式已经实施满三年,对区域投资吸引力的影响也初步显现出来。本文通过观察超前发展区模式下远东地区吸引投资、预算投资、基础设施的预算投资效率以及投资对地区经济结构的影响等变化,分析超前发展区对远东地区经济发展的影响。

On March 30,2015,the Russian law of establishing the advanced development zone in the Far East took effect.The advanced development zone has become an important instrument for Russia to deal with sanctions imposed by EU and U.S.and balance regional economic development in the new situation.By far,Russian advanced development zone model has been implemented in the Far East for three years,and its effect of attracting regional investment has gradually shown.The article investigates the effect of Russian advanced development zone in promoting economic development of Russian Far East throughout analyzing the changes in terms of investment attraction,budgetary investment,the efficiency of budgetary investment in infrastructure and the impact of investment on the regional economic structure under the model of the advanced development zone.
