Research on the Relationship between DRGs and Traditional Chinese Medicine——Taking Shenzhen as an Example

在全国继续深化医药卫生改革的背景下,国家正推动医保费用支付方式改革,并鼓励推行按疾病诊断相关组(DRGs)付费方式。DRGs通过对病种定额支付医保费用来推动医院提高效率、节约成本。深圳市在全国范围内率先取消中药饮片加成。在深圳市中医医院运营压力更大的基础上,该文以深圳市公立医院为例,对DRGs和中医的关系进行研究,认为当前的DRGs方案是基于西医诊疗模式,缺乏中医诊断标准和中医治疗方式补偿标准,影响了中医诊疗质量,因此应当将中医的特殊性纳入DRGs的方案中。

In the context of continuing to deepen medical and health reforms across the country, the state is promoting reforms in the payment of health care costs and encouraging the introduction of payment-related diagnostics (DRGs) payment methods. DRGs promote hospitals to improve efficiency and save costs by paying medical insurance fees on a fixed scale. Shenzhen took the lead in canceling the bonus of Chinese herbal medicines in the country. Based on the operational pressure of Shenzhen Traditional Chinese Medicine Hospital, this paper takes Shenzhen public hospital as an example to study the relationship between DRGs and Chinese medicine. It believes that the current DRGs program is based on Western medicine diagnosis and treatment mode, lacking TCM diagnostic criteria and TCM treatment methods. Compensation standards have affected the quality of TCM diagnosis and treatment, so the particularity of TCM should be included in the DRGs program.
