摘要
目的:构建科学、合理的职能部门绩效考核评价体系。方法:通过以岗位说明书为基础的工作分析法、岗位评价,对行政人员占比超过15%的公立医院进行定岗定编尝试。结果:以定岗定编为基础的岗位说明书作为人员配置博弈的手段,以撬动公立医院职能部门绩效管理的瓶颈。结论:从基于岗位说明书的工作分析法实践操作中,可知职能部门定岗定编的难度相当大,人事管理由"身份"向"岗位"转变是发展的必然,应当统筹考虑不同身份人员的绩效考核评价策略及职能部门和KPI之间的关系。
Objective: To construct a scientific and reasonable performance evaluation system for functional departments. Method: Through the task analysis and job evaluation on the basis of the job description, the public hospitals whose administrative personnel accounts for more than 15% have a try of job and staff design. Result:From the practice of task analysis based on the job description, it’s quite difficult to have job and staff design for functional departments. It’s necessary for the personnel administration to transform from “identity”to“position”. Hence, the assessment strategies of the performance evaluation for different people and the relationship be? tween functional department and KPI should beoverall considered.
