城中村拆迁补偿的模式选择——以山西省B村为例

Mode selection for demolition compensation of villages in cities——taking B village in Shanxi as an example

改革开放以来,"城中村"成为城市化改造的重点,城中村的拆迁补偿成为村民最为关注的问题,它涉及到了村民的切身利益。本研究从城中村的拆迁补偿模式作为切入点,阐述我国现有的补偿模式,并结合B村的实际情况,分析现有补偿模式存在的问题,从而找出一个使村民利益达到最大化的合理的补偿模式。文章通过问卷调查的方法,从被拆迁户的基本情况和拆迁补偿情况两方面分析,从而分析问题得出结论。B村存在补偿模式单一、标准偏低、补偿模式没有考虑土地的价值以及社会保障体系不健全的问题。在本研究中构建的合理的补偿模式应该包括货币补偿模式和非货币补偿模式,并指出非货币补偿模式必须涉及的三个方面:宅基地作价入股、就业和医疗养老。

Since the reform and opening up,"village in the city" has become the focus of urbanization,and the compensation for demolition has become the villagers’ s concern,which involves the vital interests of the villagers.This paper,expounds the existing compensation modeland analyzes the existing problemsin combination with the actual situation of B village,so as to find a reasonable compensation model to maximize the interests of villagers.Through the questionnaire survey,this paper analyzes the basic situation of the relocated households and the compensation situation of demolition and then draws the conclusion that there are some problems in village B,such as single compensation mode,low standard,no consideration of land value and imperfect social security system.It pointed out that the reasonable compensation model should include monetary compensation model and non-monetary compensation model,and that non-monetary compensation model must involve three aspects:homestead pricing,employment and medical pension.
