摘要 近年来房价快速上涨,政府为了抑制房价过快上涨,更加注重城市分类调控。准确判断城市房价合理性,对政府制定分类调控政策具有重要理论和现实意义。房价收入比是判断房价合理性的主要依据,国际通行的房价收入比合理区间(4,6)是否适用于中国,一直是国内学者争议的话题。针对当前国内学者在房价收入比计算及其合理区间界定方面的缺陷,通过改进使其符合中国国情。在房价收入比计算及合理区间改进的基础上,对35个大中城市房价合理性进行评价,提出针对不同类型城市居民的购房支付能力采取分类调控的政策建议。 In recent years the house prices has endured rapid rising process,and the government has paid more attention to the city classified control to suppress the excessively rapid rising house price.The precise judgment on urban house price rationality has important theoretical and reality meaning for government to make classified control policy.House price income ratio is a major accordance to estimate the house price rationality,and it is still a hot topic whether the international feasible house price income ratio(4,6)was suitable for China.Specific to the defects of domestic scholars’calculation of house price income ratio and its rational inter-region definition,this paper revises it to be consistent with the Chinese national conditions.Based on the revision in house price income ratio calculation and rational inter-region,this paper evaluates the house rationality of 35 cities,and puts forward suggestions to adopt classifies control policy according to resident house purchasing and payment ability in different types of cities.
