党内法规体系作为中国特色社会主义法治体系的重要组成部分,实现其逻辑的体系化、规范化、法治化是一个重大的理论与现实问题。党规党法体系化发展过程中面临的核心问题是如何以法律思维的方式实现其体系上逻辑的自洽性,以及通过何种路径实现其体系化。党内法规的结构体系化、党内法规的规范体系化以及党内法规的内容体系化三者构成了党内法规体系化的结构逻辑。党内法规的结构体系化是党内法规自身体系构建的核心问题,党内法规的功能体系化是党内法规的规范性要求,党内法规的适用体系化是党内法规实施的内在要求。党内法规体系化是一个系统工程,其基本路径就是要实现体系上的自洽性,借鉴法律体系思维,实现其规范结构、功能结构的体系化,实现内容上的实体与程序的统一及权利与义务的对应。

It’s a major theoretical and practical issue to realize the systematism, standardization and legalization of Party rules which are an important part of the Socialist Rule of Law with Chinese Characteristics. The core issuesin the process of the systematic development of Party rules is how to realize the logical self-consistency of the system by means of legal thinking and what way should be chosen to realize the systematism. The systematism of the structure, norms and content of Party rules constitutes the structural logic for systemizing Party rules. The structural systematism of Party rules is the core issue in the construction of the system itself, and the functional systematism is the normative requirement of Party rules, and the systematism of the application of Party rule is the inherent requirement of their implementation. The systematism of Party rules is a systematic process, the basic way of which is to realize the self-consistency of the system, draw on the thinking of legal system to achieve the systematism of its normative structure and functional structure and realize the unity of substantive and procedural contents and theequivalence of rights and obligations.
