摘要
针对我国基本公共服务均等化地区发展失衡、统筹层次过低的现实问题,文章以横向均等化为研究视角,选择我国省会城市作为实证研究对象,对26个省会城市在"十二五"规划(2011～2015年)期间的民生类公共服务支出横向均等化进行了测度并分析其影响因素。研究发现:地区经济发展水平、财政收支能力对横向均等化具有正向积极影响;支出成本和人口密度对横向均等化具有一定负向影响,而城市化水平和转移支付对横向均等化没有显著作用。
At present, basic public service equalization in China is facing regional imbalance and low overall level. From the perspective of horizontal equalization, this paper chooses the provincial cities as the empirical research topic, measures horizontal equalizations of 26 provincial capitals and analyzes its influencing factors. The study finds that regional economic development level and fiscal revenue and expenditure capability have a positive influence on horizontal equalization. In contrast, expenditure cost and population density have some negative effect and the urbanization level and transfer payment play no significant role on horizontal equalization.
