摘要
在从严治党的新常态下,如何建立干部激励机制已成为突出的问题。当前干部总体风貌向好,但一些单位中层干部工作动力不足、绩效意识不高、创新活力不够、获得感满足感不强等方面的问题仍然存在。只有强化和完善干部用人导向激励、干部考核评价激励、干部发展激励、干部情感激励等保障措施,建立干部激励政策刚性执行的督查问责机制,才能最大限度地发挥正向激励效应。
Under the new normal of carrying out an all-out effort to enforce strict Party discipline, how to establish cadres’ motivating mechanism, especially positive motivating mechanism should not be neglected. In general, the overall atmosphere is quite good, but problems such as insufficient working motivation, poor performance, lacking of creativity, and weak sense of satisfaction in some units of middle-level cadres still exist. Based on the integrated motivation model, it is essential to strengthen and improve cadres’ employment oriented incentive, their assessment incentive, development incentive as well as their emotional encouragement. Besides, supporting measures such as the supervision accountability mechanism of the rigid execution of the establishment of cadres’ motivating policy would provide theoretical as well as practical reference for cadres’ positive motivation.
