突发环境事件应急监测及质量保证研究

Study on Emergency Monitoring and Quality Assurance in Emergency Environmental Events

本文针对应急监测及质量保证体系尚不完善的现状,结合日常环境应急监测工作实际,提出了应急监测及质量保证体系的组成。为做好环境应急监测工作,从应急监测日常质量保证、现场监测质量保证两方面提出了相应的措施,初步形成了一套较为系统实用的突发环境事件应急监测及质量保证体系,并以某化工厂试生产过程中分离器发生燃爆事件为例进行验证,结果表明该质量保证体系能迅速、有序的开展环境应急监测行动,并能顺利完成应急监测任务。

In view of the imperfect system of emergency monitoring as well as quality assurance, this paper puts forward the composition of emergency monitoring and its quality assurance system in combination with the actual work of daily environmental emergency monitoring. In order to do a good job in environmental emergency monitoring, the corresponding measures are put forward from two aspects of daily quality assurance and on-site quality assurance of emergency monitoring. A set of more systematic and practical emergency monitoring as well as its quality assurance system in environmental incidents have been preliminarily formed. An example of the detonation and ignition of the separator in the trial production process of a chemical plant is given to verify the validity of the method. The results show that the quality assurance system can carry out environmental emergency monitoring quickly and orderly, and successfully complete the task of emergency monitoring.
