摘要
辽宁省已初步建立了多层次保障性住房体系,但是保障性住房在政策法规建设、融资方式、投资金额、建设规模等各个方面依然存在问题。针对目前保障房的运行现状和问题,需要对城市化保障性住房精细化管理指标加以设计。基于VAR模型对经济适用房的销售总额、销售面积和建设规模三个指标进行贡献度分析,其研究结果同样适用于保障性住房的问题研究。保障性住房体系的精细化管理需要建立完善的法律法规,建立长期有效的多主体资金供给模式,按需调节不同保障房类别的规模,设立严格的准入—退出机制。
Liaoning Province has initially established a multi-level affordable housing system,but there are still problems in policy and regulation construction,financing methods,investment amount,construction scale and other aspects of affordable housing. In view of the current situation and problems of the operation of affordable housing,it is necessary to design the refined management index of urbanized affordable housing. Based on the VAR model,the contribution degree of the total sales volume,sales area and construction scale of affordable housing is analyzed. The research results are also applicable to the problem study of affordable housing.The fine management of the affordable housing system needs to establish perfect laws and regulations,establish a long-term and effective multi-subject fund supply model,adjust the scale of different types of affordable housing on demand,and establish a strict Access-Exit mechanism.
