摘要
人才工作领导机构承担着落实党管人才原则的重要责任,是整合人才开发资源的组织保证,是人才治理体系的有机组成部分。目前实践中,一些地方基层人才工作领导机构存在发展缓慢、定位偏差、职能弱化的倾向。在统筹党政机构改革过程中,需加强顶层设计,厘清党政部门人才工作职责,整合各部门人才业务,科学设置人才工作机构,强化人才工作统筹力度。按照综合协调、人才开发、流动调配、联系服务等业务分类,合理设置人才工作机构的内设机构,确保人才工作机构设置科学、职能清晰、人员充足、运转高效,通过改革机构实现工作机制的优化提升。

At present, in practice, some local leading organizations for grass-roots talent work have a tendency of slow development, deviation of orientation and weakening of functions. In the process of coordinating the reform of Party and government organizations, it is necessary to strengthen top-level design, clarify the responsibilities of personnel work in Party and government departments, integrate personnel work in various departments, scientifically set up personnel work organizations, and strengthen the coordination of personnel work. According to the business classification of comprehensive coordination, talent development, mobile deployment, contact service, etc., the internal organization of talent work organization should be reasonably established to ensure that the talent work organization is scientifically set up, with clear functions, sufficient personnel and efficient operation. The optimization and improvement of the working mechanism can be realized through the reform of the organization.
