边疆民族地区城乡公共文化服务调查研究——以云南省昆明市西山区为例

Study of Urban and Rural Public Culture Services of Border Ethnic Areas——A Case Study of Xishan Area of Kunming City, Yunnan Province

文章以云南省昆明市西山区为调查主体,调查发现西山区公共文化服务在开发少数民族特色文化资源、公共文化服务与旅游业相融合、"互联网+文化"、特色文化社区、提供精准文化服务、社会力量参与公共文化服务等方面取得了一系列成就,同时也存在资金不足、公共文化基础设施建设不全、土地资源紧张、设施利用率低、基层公共文化服务专业人才匮乏、基础公共文化服务未延伸到自然村等问题。为加快西山区公共文化服务建设步伐,应在以融资解决土地问题,健全公共文化设施的基础上,综合实施文化产业与文化事业互促互进、加强需求服务机制建设、健全基层公共文化人才建设、深度建设数字化公共文化、统筹公共文化服务城乡一体化等措施。

Taking Xishan District of Yunnan Province as the main part of the study, it was found that public cultural services in Xishan have made a series of achievements in developing cultural resources with ethnic minority characteristics, integration of public cultural services and tourism,"internet + culture", distinctive cultural communities, accurate cultural services,and social forces participating in public cultural services. At the same time, there are also some problems such as insufficient funds, incomplete construction of public cultural infrastructure, limited land resources, low utilization of facilities, lack of basic public cultural service professionals, and the lack of extension of basic public cultural services to natural villages. In order to speed up the construction of public cultural services in Xishan District, on basis of solving land problems by means of financing and amplifying public cultural infrastructure, the paper puts forwards to comprehensively implement measures to promote the mutual advancement of cultural industries and cultural undertakings, strengthen the construction of demand service mechanisms, improve the construction of grassroots public cultural talents, deepen the construction of digital public culture, and coordinate the integration of urban and rural areas for public cultural services.
