不同扶贫方式效果的实证分析——基于山西长治贫困村203名村支书的问卷调查

The Empirical Analysis of the Effect of Multiple Poverty Reduction Methods: Investigation Questionnaire Based on 203 Poor Village Directors in Changzhi City of Shanxi Province

我国脱贫攻坚工作已经进入最后阶段,扶贫方式多元,不同扶贫方式的效果不尽相同。以山西长治市相关县区203个贫困村村支书为调查对象,采用Ordered logit方法综合分析不同扶贫方式的扶贫效果。结果发现:具有普惠效应的扶贫方式很有效果,偏离贫困群体需求的扶贫方式效果不明显,以产业项目为基础的扶贫方式反而降低扶贫效果。据此提出:具有普惠效应的扶贫方式应扩大优势,稳步推进;偏离贫困群体需求的扶贫方式以及以产业项目为基础的扶贫方式在推进过程中应改进工作方式,对接群众所需,实现"扶贫成效精准"。

The poverty alleviation efforts of China having entered the final stage, and various ways to help the poor are in full swing, but the effect of the different approaches to poverty reduction is dissenting. Taking 203 poor village directors in related counties and districts of Changzhi city in Shanxi province as the object of investigation, this paper analyzes the effect of different poverty alleviation methods by using Ordered logit regression. The results show that the effect of poverty alleviation with inclusive effect is obvious, the effect of poverty alleviation which deviates from the needs of poor groups is unclear,the project-based approaches to poverty alleviation even reduce the effectiveness of poverty reduction. So the article suggests that poverty alleviation methods with inclusive effects should expand their advantages steadily;project-based methods of poverty alleviation should be improved to meet the needs of the people and achieve “accuracy of poverty reduction outcomes”.
