土地流入户经营决策影响因素分析——以江苏省沭阳县及淮阴县为例

Analysis of Factors Affecting the Decision of Land Inflows——Taking Shuyang County and Huaiyin County of Jiangsu Province as an example

通过对江苏省沭阳县和淮阴县两县(区)的39个乡镇的土地流入户的实地调查,以农户行为决策理论及现有研究为基础,运用二元Logit模型实证分析了土地流入户种植经营决策是否发生改变的影响因素,农民的种植经验决策影响因素包括农户个人特征、国家政策、市场价格、土地流入年限、土地产权等。研究结果表明,受教育程度、非农活动经历、每亩收益、每亩租金、土地流入年限、国家政策的鼓励等因素对土地流入户改变其经营决策具有正向影响,而年龄变量产生了一定的负面影响。提出了应加大农民继续教育,提升农业经营者素质,打破土地细碎化,发展农村集体组织,推进农业专业化分工、产业化生产以及商业化运作等政府有效地推进土地规模经营的政策建议。

Based on the field survey of land inflow households in 39 townships in Shuyang County and Huaiyin County of Jiangsu Province.Based on the farmer's behavior decision theory and existing research,the binary logit model is used to empirically analyze the land inflow.The influencing factors of whether the planting management decision has changed,the factors affecting the farmers'planting experience decision include the individual characteristics of the farmers,the national policy,the market price,the land inflow period,and the land property rights.The research results show that factors such as education level,non-agricultural activity experience,income per mu,rent per mu,land inflow period,and encouragement of national policies have positive effects on land inflows to change their business decisions,while age variables have produced certain The negative impact.It is proposed that the peasants should continue to educate,improving the quality of agricultural operators,breaking down the fragmentation of land,developing rural collective organizations,and promoting the specialization of agricultural division,industrial production and commercial operation,and other government policies to effectively promote land scale operations.
