摘要 公民环境道德的养成机制包括内化机制与外化机制两个方面,公民环境道德的养成是内化机制与外化机制的统一。加强公民环境道德修养,要将环境道德规范内化于心、外化于行。公民环境道德内化机制包括创造性接纳机制和心理因素提升机制。公民环境道德内化的创造性接纳就是其自身要加强环境道德修养,不断地按照社会规范审查自我、超越自我、完善自我,逐渐使环境道德规范内化于心。公民心理因素提升机制包括环境道德认知、环境道德情感、环境道德意志、环境道德行为四个阶段逻辑顺序的发展过程。公民环境道德养成的外化机制包括社会氛围润育机制、教育培育机制和制度他律机制。公民环境道德养成的社会氛围润育机制需要借助社会舆论等力量营造出能够推动公民积极参与生态文明建设、落实绿色发展理念的社会氛围。公民环境道德养成教育是对受教育者进行一系列有目的、有组织、有计划的影响,使其形成教育者所期望的环境道德的教育过程。制度他律是生态文明建设的制度保障,为公民环境道德养成提供制度支持。公民环境道德养成的实现还需要建立起内化与外化的协同机制,共同促进公民环境道德养成。 The cultivation mechanism of citizen's environmental morality includes two aspects: internalization mechanism and externalization mechanism. The formation of civil environmental morality involves the unification of the two internalization mechanism and the externalization mechanism. To strengthen civic environmental moral cultivation, it is necessary to internalize the environmental ethics into their hearts and then externalize them to behaviors. The internalization mechanism of citizen environmental ethics includes creative acceptance mechanism and psychological factor promotion mechanism. The creative acceptance of citizens ' environmental ethics internalization involves that citizens should strengthen environmental moral cultivation, reflect on themselves, transcend themselves, and perfect themselves constantly in accordance with social norms, and gradually internalize environmental ethics. The promotion mechanism of civic psychological factors includes the development process of the logical sequence of four stages: cognition, emotion, willpower and behavior of environmental moral. The externalization mechanism of citizens ' environmental morality development includes social atmosphere cultivation mechanism, education cultivation mechanism and institutional guidance mechanism. The social atmosphere of citizens' environmental morality involves the use of the power of social public opinion to create a social atmosphere that can promote citizens ' active participation in ecological civilization construction and implementing the concept of green development. Citizens’environmental ethics education is a process of exerting a series of purposeful, organized and planned impacts on the educated in order to form the environmental ethics expected by the educators. Institutional law, the institutional guarantee for the construction of ecological civilization, provides institutional support for the development of citizens ' environmental morality. A synergistic mechanism of internalization and externalization is also needed to jointly promote the environmental morality of citizens.
