温州城市转型对传统动能影响的调查与分析

Investigation and Analysis on the Influence of Urban Transition on Traditional Kinetic Energy in Wenzhou

在新旧动能转换的关键时期,中小城市的城市转型与传统动能之间的矛盾凸显。2016年以来,温州为加快城市转型开展大规模的工业企业拆迁和城中村改造工作,对传统动能造成较大影响。对温州城市转型过程中拆迁企业较集中的11个街道的企业进行调查,结果表明,企业拆迁后停产率较高,存活企业向周边就近搬迁,出现了"低散乱"的扩散现象;传统产业的创业热情、产业链运转受到影响;劳动力成本上升,税收环境恶化。为促进城市转型与传统动能协调发展,应优化城市工业布局和拆迁时间表,完善拆迁配套措施,加强企业复产帮扶。

At the critical point of conversion between new and old kinetic energy, contradiction of traditional kinetic energy against urban transition is prominent in small and medium-sized cities. Since the year 2016, largescale clearing away and relocation of industrial enterprises and reconstructing of villages in cities to accelerate urban transition in Wenzhou city has impacted traditional kinetic energy to a great extent. Investigation on 11 residential districts with relatively centralized clearing away and relocated enterprises has shown a high rate of business shutdown of enterprises involved and situation of low-end, scattered and messy expansion as surviving enterprises move nearby. Enthusiasm for entrepreneurship and operation of industrial chain are impacted. Labor cost increases and tax environment turns for the worse. To achieve harmonious development of urban transition and traditional kinetic energy, industrial layout and time schedule of house relocation should be optimized with sound supporting measures and assistance for recovering enterprises.
