摘要
工业用地集约利用是缓解人地矛盾、改善工业发展质量的重要举措。在综合考虑生态环境、工业基础、市场潜力三方面影响因素的基础上,建立了工业用地集约利用的差异化评价标准和分区管理体系。并以海南省沿海市县为例,通过聚类分析划定了环境脆弱-低基础-中潜力区、环境安全-低基础-高潜力区、环境安全-中基础-中潜力区、环境敏感-高基础-低潜力区四类工业用地集约利用分区类型,并提出差异化管理目标和策略,为因地制宜指导不同地区工业用地集约利用提供依据。
Industry land intensive use is an important measure to keep a sustainable industrial land use and improve the quality of industrial development. Present studies concentrate on evaluation indexes of industrial land intensive use while the standards and targets of industrial land intensive use vary in different regions. Comprehensively based on ecology environment, industry fundament and market potential, differential evaluation standards and management system with zoning were established. Taking coastal cities and counties of Hainan as an example, used system cluster analysis to summarize four types namely environment fragile-low fundament-medium potential, environment safe-low fundament-high potential , environment safe-medium fundament-medium potential, environment sensitive-high fundament-low potential-of industrial land intensive use were zoned . Differential management targets and strategies were proposed for guiding industrial land intensive use according to specific regional status.
