突发公共事件网络舆情治理研究的取向与进路

Online Public Opinion Governance of Public Emergencies: Orientation and Research Directions

[目的/意义]对国内近年来突发事件网络舆情研究成果进行系统梳理,发现和提出突发公共事件网络舆情治理的取向和研究进路。[方法/过程]依据文献中研究内容的侧重性以及研究框架,从"传播""监测""控制""应对""治理"5个研究取向来全面检视现有研究成果。[结果/结论]基于当前国内研究的检视,提出新时期推进突发公共事件网络舆情研究应注意的问题,应打破以"技术导向"特征为主的研究进路,发展以网络舆情监测和分析技术为基础,以治理对策研究支持为指向的研究,并在此基础上,指出我国网络舆情治理体系的宏观整体研究应该迈向"多维度"协同治理模式研究方向。

[Purpose/Significance]Based on the recent-year research about the online public sentiment of the incidences, the research orientation and pathways are found.[Method/Process]According to the content emphasis and frame of the literature, the current research results are viewed from the five aspects including: propagation, monitoring, control, action and governance.[Result/Conclusion]Based on the review of the current literature, this paper further proposes the issues that should be paid attention to in promoting the research on network public opinion in public emergencies in the new era: to expand the data utilization rate of more social platforms for quantitative analysis, and to extend the development of the research on the basis of network public opinion monitoring and analysis technology, with the research support of governance countermeasures as the direction. Based on the integrated comprehensive analysis and research of relevant theories of various disciplines, this paper proposes that the overall macro research of China’s online public opinion governance system should move towards the research direction of multi-dimensional collaborative governance mode.
