Intercultural communication is an eternal important direction in foreign language research field. Heilongjiang is a significant commercial province. It is a new view to analyze the training strategic research project of compound talented person of foreign language in Heilongjiang Province under the vintage of cross-cultural field, which provides the power of economy developing in Heilongjiang Province, and apply the new direction of thinking and new way of researching with the training of talented and development of economy in China.
