改革开放40年:中国乡村文化的变迁逻辑、振兴路径与制度构建

The Change of Rural Culture,the Path of Revitalization and Policy System Construction

文化是乡村的灵魂,因此振兴乡村的要义在于振兴乡村文化。本文从制度变迁入手,辨析了改革开放40年来,制度安排诱导下的乡村文化在城乡关系从对立到融合发展的过程中,相应的乡村文化经历了衰落、变异到自觉的时空变迁;提出"自觉到自信"的乡村文化振兴逻辑,认为应尊重文化再生长的客观规律;梳理乡村文化经济性价值,实现从资源到产业的发展通路;重塑文化的包容性,提升其社会治理效应。为了顺利推进这一逻辑进路,应建立城乡互动互通制度和乡村退出制度,以求凝聚乡村文化振兴的合力,重构乡村文化再生长的空间。

Culture is the soul of the country, so the essence of revitalizing the village lies in the revitalization of mral culture. Starting from the institutional changes, this paper analyzes the rural culture in the process of the reform and opening up for 40 years. In the process of the urban-rural relationship from the development of opposite to integration ,the rural culture has changed from fading, variability to conscious correspondingly. Than we stated that the essence of rural culture revitalization is motivating cultural consciousness to cultural confidence, and the process should respect the rules of cultural regrowth;Thus, we propose to identify the economic value of rural culture, and construct path from resources to industry, and reshape the inclusiveness of culture to improve its social governance effects. Finally , in order to promote this logical approach , it is proposed to establish a system of urbanrural interaction and rural exit, and consolidate the synergy of rural culture and rebuild the growing space of rural culture.
