精准扶贫背景下产业扶贫资产管理与收益分配优化研究

管好、用好、用活产业扶贫资金所形成的资产对于提高扶贫质量和可持续性意义重大,其中厘清资金来源是前提,明晰资产产权是关键,提升管理质量是重点,优化收益分配是核心。通过对安徽、四川两省的光伏、特色农业和旅游扶贫的实地调研发现,产业扶贫资金来源和投入方式差异明显,使用过程缺乏精准管理;形成资产性质有所区别,管理监督存在失位;产权界定依据相对缺乏,不同产业产权界定方式迥异;资产收益分配模式多样,收益分配机制设计失范。未来需要更好地完善顶层政策体系框架,精准使用产业扶贫资金,明晰资产产权权属关系,规范资产收益分配方案。

The management of the assets formed by the poverty alleviation funds in the living industry is of great significance for improving the sustainability of poverty alleviation. It is essential to clarify the source of funds. It is the key to grasp the nature of assets. It is the key to clarify the property rights of assets, and the mechanism of optimizing income distribution is the core. Through field research on photovoltaics, special breeding and tourism poverty alleviation in Anhui and Sichuan provinces, it is found that the sources and input methods of industrial poverty alleviation funds are obviously different, and the use process lacks precise management;the nature of assets is different, and supervision and management are out of place. The definition of property rights is relatively lacking,and the definition of property rights in different industries is different;the pattern of asset income distribution is diverse, and the design of income distribution mechanism is out of order. In the future, it is necessary to improve the top-level policy system framework , accurately use industrial poverty alleviation funds, clarify the ownership relationship of asset property rights, standardize the distribution plan of asset income.
