Analysis and Investigation on National Agricultural Science and Technology Innovation Alliance Based on Enterprise-Research Institutes Model and Suggestions

农业科技创新联盟可分为科研院所牵头成立的科-科联盟和科技企业牵头成立的企-科联盟,后者应用研究所占比较高,市场机制的作用更加明显。文章结合对科-企模式的国家农业科技创新联盟的实地调研情况,分析了科-企模式农业科技创新联盟的优势和存在的不足,并从科技创新效果评价机制、人才交流培训机制、科技资源共享机制以及推动成立实体联盟机构等方面提出完善企-科农业科技创新联盟的政策建议。

Agricultural science and technology innovation alliance can be divided into scientific research institutes alliance led by research institutes and scientific enterprises alliance led by the enterprises.Applied research institute accounted for a larger proportion in the latter,which the role of market mechanism is more obvious.Based on investigation of enterprises-institutes alliance mode in national agricultural science and technology innovation alliance,its strengths and weaknesses were analyzed in the paper.Finally,policy suggestions for perfecting enterprises-institutes mode of agricultural science and technology alliance were put forward from the evaluation of the effect of science and technology innovation,talent exchange and training mechanism,technology resource sharing mechanism and promote the establishment of new alliance institutions.
