省级农业科研单位重大科技成果培育路径研究——以江苏省农业科学院为例

Research on the Breeding of Major Scientific and Technological Achievements in Provincial Agricultural Institutes,A Case Study of Jiangsu Academy of Agricultural Sciences

培育重大科技成果是省级农业科研单位创新实力的重要体现。文章以江苏省农业科学院为例,系统总结了近年来培育重大科技成果,争取国家、省部级重大奖项的经验做法和工作成效,系统分析了目前省级农业科研单位重大成果培育中存在的问题、难题,并针对问题提出加快重大成果培育的对策建议,如加强对重大科研项目的顶层设计、建立三级重大成果遴选培育机制、实行"个性化"成果培育跟踪服务模式等,以期为全国同类型单位的重大成果培育提供思路借鉴。

The breeding of major scientific and technological achievements could be regarded as the demonstration of the innovation capacity of a provincial agricultural institute.Taking Jiangsu Academy of Agricultural Sciences as a case,experiences and effects of fostering major achievements and endeavoring to national and provincial awards were systematically summarized in the paper.Problems embedded in the breeding of major achievements in current provincial academies of agricultural sciences were analyzed.Suggestions for speeding up breeding of major achievements were put forward accordingly,such as strengthening top-design of important research programs,setting up three level selection and breeding mechanism,and carrying out individual breeding and trace service model,etc.This will serve as a modest spur for the institutes who strive for the similar goal.
