改革开放40年来江西省生态环境保护与生态文明建设综述

A Summary of Ecological Environment Protection and Ecological Civilization Construction in Jiangxi Province in the Past 40 Years of Reform and Opening-Up

旨在综述改革开放40年来江西省生态环境保护与生态文明建设的历程,总结经验,剖析问题,迎接挑战,为建设美丽中国提供参考。纵观40年来江西省对生态环境考察、研究、开发、利用、保护、建设及其取得的进展,可将其大致划分为5个阶段:1)学术研究与考察阶段(1978-1984);2)综合治理阶段(1985-2000);3)深入开发与扩大影响阶段(2001-2008);4)生态经济区与生态文明示范省建设阶段(2009-2016);5)国家生态文明试验区探索阶段(2017-)。总结江西省40年来在环境保护与生态文明建设的5个阶段表明:一是生态文明建设必须立足自身实际,实事求是;二是经济发展应与生态建设相协调;三是坚持绿色发展,科学发展;四是创新机制体制,构建生态文明制度主体框架;五是健立健全法律机制,为生态文明建设提供法制保障。江西省要根据多年的生态环境保护与建设经验,发现问题,找到不足,补齐短板,从强化督察、创新机制、完善体制、发挥民间环保力量、加速建立环境治理市场交易体系、探索农村环境治理机制等方面加快新时期江西生态文明建设。

This paper aims to summarize the history of ecological environment protection and ecological civilization construction in Jiangxi Province during the 40 years of reform and opening up, sum up experience, analyze problems, meet challenges, and provide reference for building a beautiful China. Throughout the past 40 years, the investigation, research, development, utilization, protection, construction of ecological environment and the corresponding progress made by Jiangxi Province can be roughly divided into five stages: 1) academic research and investigation stage (1978-1984);2) comprehensive management stage (1985-2000);3) in-depth development and expansion of impact stage (2001-2008);4) the construction stage of ecological economic zone and ecological civilization demonstration province (2009-2016);5) the exploration stage of national ecological civilization experimental zone (2017-). The Summary of the five stages of environmental protection and ecological civilization construction in Jiangxi Province for the past 40 years indicates that: First, the construction of ecological civilization must be based on its own reality and seek truth from facts;second, economic development should be coordinated with ecological construction;third, adhere to green development and scientific development;The fourth is to innovate the mechanism system and build the main framework of the ecological civilization system;the fifth is to establish a sound legal mechanism and provide legal guarantee for the construction of ecological civilization. Based on years of experience in ecological environmental protection and construction, Jiangxi Province must find out the problems and deficiencies, fill shortcomings, strengthen inspections, innovate mechanisms, improve systems, give play to civil environmental protection forces, accelerate the establishment of environmental governance market trading systems, and explore rural environments. These government measures are conducive to speeding up the construction of ecological civilization in Jiangxi in the new era.
